CPU idling at around 41* C?

It fluctuates between 40-43* C. I will say this, it is within the BIOS. I don't have an OS yet, and I've heard from some people an idling CPU temperature is different when you're inside the BIOS and that when you have an OS the temperatures are lower. I've been fiddling around with the thermal paste, trying to get the right amount on it. First I had too much. Then too little.
