Is this a good violin for an absolute beginner who has never touched a violin and doesn' even know if like it?

Those are both junk, plain and simple. Cecilio violins are barely a grade above varnished kindling. Be wary of any instrument listing with phrases like "teacher approved", because that's a straight up lie. Instruments like that are marketed to parents of beginning students who don't know any better.
